These advancements support road authorities and users alike, for example by facilitating free-flow traffic, reducing congestion and encouraging the uptake of cleaner vehicles.
What is the most pressing challenge for user-financed transportation in 2025?
Adapting to the pace of technological and societal change – particularly the rise of electromobility, alternative fuels, micromobility and multimodal travel. Traditional tax-and-toll funding models may soon become insufficient, requiring new, flexible approaches to ensure financial sustainability and resilience. Furthermore, the growing diversity of transport modes presents significant safety and regulatory challenges.
What is your best piece of advice for those implementing user-financed transport schemes?
Look beyond financial sustainability and consider broader societal and environmental externalities when designing the funding model. Engage all key stakeholders early – including road users, government and industry – to ensure the solution is equitable, future-proof and capable of encouraging more responsible travel behaviour.
Does legislation support or hinder innovation in this sector?
It depends on the legislative approach. Clear, adaptable regulation can provide essential structure while enabling innovation. However, overly prescriptive or outdated laws risk constraining progress, delaying deployments and obstructing responses to new technologies or user behaviours.
How will user-financed transportation schemes evolve by 2030?
By the end of the decade, user-financed transport will be increasingly driven by digital technologies that deliver seamless, transparent and data-informed experiences for road users. Policy will focus more heavily on reducing external costs such as emissions and congestion, resulting in smarter and more sustainable charging frameworks.
