Kapsch TrafficCom has secured a five-year contract to maintain and operate Bulgaria’s nationwide tolling and e-vignette system, as the country prepares its charging framework for upcoming EU requirements such as CO₂-based toll differentiation.
The €50m contract was awarded by Bulgaria’s Road Infrastructure Agency (RIA) following a competitive tender process.
Under the agreement, Kapsch TrafficCom will be responsible for the ongoing operation and modernisation of the tolling infrastructure, including updates to data centres, software platforms and roadside systems, with additional change requests expected over the contract term.

Kapsch TrafficCom – an official partner of Road User Charging Conference 2026 in Brussels on 3–4 March – said it has already implemented system adjustments linked to Bulgaria’s adoption of the Euro from 1 January 2026.

The company added that it is preparing the platform for the introduction of CO₂ emission classes, an EU-wide policy direction that enables differentiated toll rates based on vehicle emission categories.
The Bulgarian national tolling framework comprises a passenger-vehicle e-vignette system alongside a distance-based heavy goods vehicle tolling model.
Kapsch TrafficCom built and implemented the current system, which launched in 2019 and covers more than 16,000km of roads, according to the company.
In addition to core tolling operations, Kapsch TrafficCom said it continues to manage the section speed control capability that has been introduced on Bulgarian roads using existing tolling infrastructure, supporting enforcement and road safety objectives.
