Kapsch TrafficCom (Kapsch) has begun construction of the new Swiss road collection system (ESTR).
The contract was signed in April 2024 and includes a two-year design and construction phase with pilot operation until the end of 2025, as well as an eight-year operation and maintenance phase until the end of 2033.
There is also an option to extend the contract for a further two years until the end of 2035. The total volume of the order amounts to €74.5m (c.£64.6m)
Kapsch is supplying physical and digital infrastructure and video sensors for stationary and mobile collection systems to enable efficient collection of truck tolls (performance-related heavy vehicle tolls, LSVA) throughout the country.
The system is used to record the location and time of vehicles subject to tax in order to ultimately ensure the correct calculation of heavy vehicle taxes on Swiss roads.

Stationary video sensors at 169 locations at Swiss border crossings and on the high- and low-level road network will record the location and time of passage, the license plate number, and the type of vehicle.
This recording process will be documented with appropriate image material. A new support structure for the video sensor technology is being erected at 83 locations.
The stationary system is supplemented by 34 mobile recording vehicles that can be positioned anywhere in Switzerland at any time.
In addition, a dedicated data center is being set up at the Swiss Federal Office of Information Technology to process the collected data securely.
