People are being reminded that submissions on the proposed tolling for Canterbury’s new Belfast to Pegasus Motorway and Woodend Bypass (B2P) will close soon.
The proposal outlines two toll points (gantries) along the Roads of National Significance project, charging $1.25 per light vehicle and $2.50 per heavy vehicle.
Once completed, the B2P project will deliver a 10 km four-lane motorway north of Christchurch and a bypass to reduce heavy traffic on State Highway 1 through Woodend.
The proposed tolling aims to balance funding for essential infrastructure while minimising impacts on local communities.

Under the Government Policy Statement on Land Transport 2024, the New Zealand Transport Agency Waka Kotahi (NZTA) is required to consider tolling for all new Roads of National Significance. The project’s investment case confirmed tolling is feasible, with revenue supporting the construction, operation, and maintenance of the motorway.
“We’ve already received well over 3,000 submissions,” said NZTA System Design Regional Manager Richard Osborne. “If you haven’t had your say yet, submissions close at 5 pm on Tuesday, 9 September.”
Following the consultation period and analysis of feedback, a final tolling recommendation will be presented to the NZTA Board at the end of October. The proposal will then go to the Minister of Transport, with Cabinet making the final decision on tolling.
