TotalEnergies Marketing & Services has signed a strategic agreement with the Dutch public authority RDW to begin the accreditation process as a European Electronic Toll Service (EETS) provider for the Netherlands’ forthcoming kilometre-based truck toll.
The agreement paves the way for TotalEnergies, via its dedicated heavy goods vehicles (HGVs) mobility subsidiary AS 24, to offer toll services through its PASSango platform once the system goes live on 1 July 2026.
The Dutch scheme will apply to HGVs exceeding 3.5 tonnes and will use GNSS-based (global navigation satellite system) technology, similar to existing tolling frameworks in Belgium and Germany.

According to TotalEnergies, initiating the approval process now will enable AS 24 to deliver its EETS-compliant tolling offer to Dutch customers from day one, strengthening its position in the European road transport sector.

Technical implementation and commercial roll-out will be managed by AS 24 teams using the PASSango onboard unit, designed to deliver simplified and optimised toll payments for international hauliers.

The kilometre-based system forms part of the Dutch government’s strategy to make road freight more sustainable and encourage efficient road use, while ensuring fair infrastructure contributions from HGV operators.
