Bus services across the West Midlands are set to return to public control for the first time in nearly four decades, following a decision by newly elected mayor Richard Parker to implement a franchising model.
The move, signed off at the West Midlands Combined Authority (WMCA) board meeting on 9 May, initiates a phased transition from the current privately operated system to a publicly controlled network.
The first franchised services are expected to launch in late 2027, with full rollout anticipated by 2029.
“For too long, our buses have been run for private profits, not public good. Today, that changes,” said Parker.
“The public have been clear – they want a better bus service under public control, and I’ve heard them loud and clear.”
Transport for West Midlands (TfWM), the transport arm of WMCA, will take charge of setting fares, timetables and routes, while contracting private operators to deliver services.
The plan includes nine local area franchises and several single-route contracts to encourage participation from smaller bus companies.
Currently, buses account for 80% of all public transport journeys in the region, totalling 236 million trips last year.
A reliable and low-emission bus network is seen as central to regional efforts to reduce congestion, improve air quality and support economic growth.
According to TfWM, every £1 invested in bus services generates £12 for the local economy.
An extensive consultation earlier this year found that 75% of respondents supported the shift to franchising, including most local authorities and even some operators.
WMCA has allocated £22.5m over three years to establish the new system, with additional investment in depots, vehicles and bus priority infrastructure.
Franchising is also expected to offer better value for public money by boosting competition, particularly as the current network is reliant on £50m a year in subsidies to prevent service cuts.
